Yes, it's called the "Oregon Health Plan" (OHP Medicaid). Here's a resourse for you;

The Oregon Health Plan currently only takes Pregnant Women & children under 18.

The Plan used to be open to everyone, but they had to limit it, due to lack of money.
Only if you are disabled and on SSI (medicaid), or retired/disabled and on medicare. Otherwise, as earlier stated, only children and pregnant women.

There are places you can get health care at a reduced rate if you meet the income guidelines, though I am not sure where they are in Portland. A local help line or social services should have the info.
