It's not the health department. It's your doctor.
He/She will ask your age (legal reasons--you cant get it if youre under 18 without a parent), where to put the prescription in (pharmacy), and how long ago you had unprotected sex (if it would even help you).
They should also make sure you understand the purpose, risks, and benefits to taking EC.
Hopefully not much, there are state funded organizations like Planned Parenthood, or TOPs that are completely confidential and inexpensive. Regardless, if a funny look, or an uncomfotable question surfaces don't feel foolish. There's nothing wrong about being safe and healthy- good luck! :]
