I had ths same problem. I followed these instructions and was able to get it worked out! Hope this helps you!
Occasionlly, a student has a problem with not seeing discussion board boxes (sometimes even a discussion area on a quiz). So, if you get a light yellow information bar about ActiveX controls, follow these steps to correct your problem:
Select Tools>Internet Options from the browser (Internet window).
Select the "Security" Tab, and click on the "Custom level" button.
Scroll down to find the ActiveX section.
Enable all of these, except the following: 1. Allow Scriptlets - Prompt 2. Download signed ActiveX controls - Prompt 3. Download signed ActiveX controls - Disable 4.
Initialize and script ActiveX controls not marked as safe for scripting- Disable.
Click Ok to close windows.
Refresh and attempt again.
OTHER POSSIBLE SOLUTIONS
Solution 1: Enable Java
1. Open Internet Explorer by clicking the Start button, and then clicking Internet Explorer.
2. Click the Tools button, and then click Internet Options.
3. Click the Advanced tab.
4. If Java is installed, there will be a Java section in the Settings list. To enable Java, select the option under Java.To disable Java, clear the option under Java. When you are finished, click OK.
Solution 2: Add MSVCC Blackboard as a trusted site. Part I:
1. Open the Blackboard login page ( http://msvcc.blackboard.com) in Internet Explorer 7.0 and choose Tools and select Internet Options.
2. Go to the Security tab and click on the Trusted Sites icon. Click Sites to open the Trusted Sites box.
3. The URL for the MSVCC Blackboard server should appear in the Add this website to the zone field. If not, enter the URL that is used to access the Blackboard Academic Suite in the field. ( http://msvcc.blackboard.com ) Click Add.
4. If the site was added correctly then the Blackboard site should display under Websites NOTE: Make sure that Require server verification (https:) for all sites in this zone is NOT checked.
5. Choose Close and then Ok.
6. Close the Internet Explorer window and reopen to the Blackboard website. If this still doesn¿t work, please proceed to part II.
Part II: Set the browser scripting to Allow Status Bar Updates via Script
1. Open the Blackboard login page in Internet Explorer 7.0 and choose Tools and select Internet Options.
2. Go to the Security Tab and click the Internet zone. Then select Custom level.
3. Scroll down to Scripting. Enable ¿Allow status bar updates script¿. Select OK.
4. You may receive a Warning. Please select Yes.
5. Choose Close and then Ok .
6. Close the Internet Explorer window and reopen to the Blackboard website.
Solution 3: Mozilla Firefox If all else fails, you may have to download and use a different browser. We recommend that you use Mozilla Firefox. You can download it at http://www.mozilla.com/

you may need to allow the website on your laptops firewall program. You can disable it temporarily to check if that is true. Also you may have a pop up blocker enabled that needs to be disabled.
Is the message box a pop-up window - if it is, try turning off pop-up blockers and see if that helps...
Blackboard, If I'm correct, requires Java. Have you updated your java lately? go to www.java.com do to this and see if that helps. :)
