I'm sure there are a lot of tutorials out there on how to make websites. I found that the best way to learn is through experience and trial and error.
I've been running a website for 2 year (lol, almost to the day). I started simple and it has grown a lot. You learn a lot after getting started and seeing something on another site you like.
Is this a personal site or professional/business site you are looking for help with. Either way, I'd say check out http://www.lissaexplains.com/index.shtml... which is more an HTML learning page. But she explains how to code, how to use HTML, how to use CSS (A very good thing to learn)

Spending much less than this, and using books, I managed to teach myself the rudiments of web design and HTML, and can recommend "Teach Yourself HTML 4 in 10 Minutes" (publisher: www.samspublishing.com) and "Web Design in a Nutshell" by Jennifer Niederst (publisher: www.oreilly.com)
