Well, you need a site and it must have a lot of bandwidth if you get students.
That means you need a grant.
You need to either LEARN or find someone who can use DreamWeaver and Flash. Front page can also work, as can any text writer if you know HTML
YOu may also need to get a video camera and do some quick primers and even show some experiements or something
That means a Mini DV,Firewire and the ability to turn it into MOV or WMV files you can upload and stream.
You're going to need a dedicated server. That's $500 a year minimum. You're going to need a lot of bandwidth. You're going to need a lot of file space.
Then you put together a sylabus and figure out how to use the web tools to making it INTERESTING and INTERACTIVE.
I always wanted to do this myself.
I wanted to set up an ON LINE SCHOOL that was FREE of charge and make it like grade 5-12 or even 5-14
I wanted to have an assortment of teachers so students could find one that appeals to them.
My role models were shows like Connections or the Body in Question from PBS
I wanted to GO to places and film the instructors there and SHOW students things first hand.
Be nice, for example, to see Herod's tomb.
Be nice to have, for example, maybe 6 or 12 telescopes taht students could time share one hour at a time in different locations so you always had night time.
Nothing fancy, some 12 or 15" meade or Celestion with a CCD and then they could dial in the coordiantes
Go at your own pace courses with individual book marks
A good teaching website needs lots of segues

It can take a year or more just to design ONE CLASS
Some online schools use programs such as Blackboard, WebCT or something similar.
You might go to those sites and check to see what the prices are. Since they are used online, special software is usually not required.
