I agree with singelcell (above). I've been honing my skills for eleven years now and learn almost all new techniques on my own. You can hasten that process a little by taking a course in webdesign from your local community college but you will not know enough from that to hang out your shingle and go for the corporate accounts. Oh, and BTW, I've never heard of CIW either. Sounds like a gimmick to me.
I've been writing software for many, many years, and I've never heard of that qualification.
More important is experience and ability. Don't let those ridiculous 'skills train' commercials fool you into thinking that there's a land of milk and honey for anyone who can move a mouse around a desk.
The reason a job - a good job - in computing pays well is because it's hard. It takes years of learning, experimenting and producing to become any good at it.
The best qualification you can have is actually being interested enough to learn by yourself.
