I am trying to find the best online (web-based) course for learning English (an ESL) course. Really would appreciate advice. Would consider free or paid stuff, but would love to find a great free one, if one exists!

I spent a lot of time researching ESL courses, and if you really want to do one, you should fork over a little cash and go to a regular school. Many reputable overseas schools want teachers who have 100 hours with some hours of that spent face-to-face being critiqued in a school.
