This is a little bit too vague..
In order to build an Information System for that company, the very first thing you need to do is find out what's the objective that the company is trying to achieve by building this IT System: is it to better track sales? Reduce costs? Automate certain processes ? etc..
The analysis of the report should give you with the answer as this should highight there is a problem with the company. After you found out what the problem is, it's just a matter of describing the business needs, objectives and scope.
