If you are new to web design I would definitely recommend a classroom based course to start as a beginner. That way you have someone to ask questions to. I myself have read numerous books on topics before taking an in classroom course. Ways of learning change from person to person. What ever you feel most comfortable with and feel you learn better from would be the best route for you to go.
Well, online courses if you're not familiar w/ the IT environment might be a waste of time.
Try playing around with stuff first, do some online tutorials such as webmonkey and sitepoint (.com) and see if you understand the concept.
IT is a very broad subject, web design is just a tiny portion of IT. What is your background, there is no point in going into a high level course if you don't feel comfy w/ the basics (trust me, it's a waste of money... lots of money)

Consider going a slightly different route. You could use a web site builder like EZLAVA and the web site designs that come with the program. With the program, you don't have to know HTML, PHP, ASP, or JavaScript. It does all that for you via a central admin that appears when you click on an object (images, text, forms, etc.) to make changes.
By using software like EZLAVA, you can start by designing web sites using advanced design templates that come with the system. Then customize those pages and charge for the web site. Then, as you get more familiar and comfortable with the process, you can create your own web sites from scratch using the same software. It's very powerful and takes all the difficulty out of making web sites.
If you're interested in a graphics program to create your own web graphics, consider using Xara, a European vector based graphics program. It's VERY easy to use and costs a fraction of what Photoshop runs for. We use Xara for everything, then we upload those web graphics using EZLAVA to put together our web site. Those two programs work great in tandem, for creating web sites.
