If it is on-line, why does it have to be in California, or even in the US? Several universities have vigorous on-line programs in a variety of topics, although I don't know how valid an on-line degree would be considered. It would probably depend on the field. I can imagine an on-line degree in computer programming might be accepted as quite as good as a brick-and-mortar university would be. It is possible you can do enough on-line credit to transfer to a regular state university for junior and senior years, even if the on-line program does not count as a degree in itself.
If I were you, I would consider what topics I wanted to learn (career or whatever), and put those topics in a search engine along with the words "on-line degree" (e.g., "on-line degree in textile arts") and see what you get.
