Ok, the question is not very clear but I'll give it a shot.
You seem to state that you are using a DCRTV, but you ask if the cable card/chip is necessary or useful. According to my understanding of DCRTV technology (i have one as well), the card is extremely important. It is what allows you to by-pass/circumvent the use of the proprietary converter box. It is your converter box "replacement".
You stated that you are receiving Comcast Basic CAble, that seems to imply you are not receiving digital signals from them for your TV. You should get that fixed ASAP. i also have a DCRTV and I am taking advantage of all it has to offer. The 5 dollars per month from Comcast are worth it if you ask me, but I have far more than basic service... i have all movie channels as well: all of which display in HD.
Now WRT your question regarding the 5 dollar fee from comcast for the HD channels. If you are receiving HD channels and you are not paying for the service from comcast, i have to assume that your TV has some kind of HD antennae (built in or external) and you are recieving the signal over the air. Comcast charges because you won't be able to get HBO in HD over the air or Showtime in HD over the air, thus they charge you to deliver that service. The HD channels that come over the air are generally channels that publicly broadcast, ie the NBC, ABC, CBS, etc affiliates.
