Do all HD TV's that come with a tuner, have HD tuner's in them?

What you are asking is 'do all HDTVs have an ATSC tuner in them".
My HDTV TV does not. It has an analog (NTSC) tuner but cannot receive digital ATSC transmissions. High definition television has to come in through a connector on the back, either component video or HDMI.
This is not an issue in my configuration since I use a mythtv DVR with a HDHomeRun ATSC receiver to receive and supply the digitaly coded television to the television.
So caveat emptor. Check before you buy.
Do not confuse high definition with digital. HD content can be carried as analog signals (E.G. over VGA or Component video connectors) or as digital (E.G. DVI-D or HDMI connectors).
Digital encoding can encode both high def (HD) and standard def (SD) video.
However, in the US, analog broadcast TV can only carry standard definition TV. Digital (ASTC) broadcast can carry both SD and HD. So for over the air broadcast transmissions, digital/ATSC is required for HD but digital/ATSC is no guarantee of HD.
If you buy a HD TV make sure it has the built in ATSC digital tuner.
There are HD TV monitors they just display the HD image, but you have to have a HD source such as cable or satellite. The tv will have a analog tuner like the old tv's but it want be digital. You can buy a stand alone HD reciever that looks like a satellite box or cable box that brings in the HD signal with an antenna.
If you wanna get those hidden channels buy a HD TV with the digital tuner built in. The only advantages of the monitor is that it's cheaper. Then the receiver is 150 or more.
