That is the disadvantage of having a 1080p TV, everything else looks bad because the TV has to do so much scaling. That is why 1080p TVs are no good in today's market. 720p TVs are the way to go. Analog 480i is the low end of the video spectrum, so the channels are going to look bad. By using HDMI, that is the only thing you can really do.
The answer to your question is "no". Other than, start watching your 480i channels on a SDTV.
Well, if your using an HDMI cable you should be getting a great picture. Sometimes settings with hdmi can get mixed up, so you could try component, but usually when settings are messed up, you'll get an AWFUL picture.
To answer your question: Does your TV have an upscaler in it? For example, my tv has a thing called Virtual HD with improves the picture to an HD format. Also, just explore the menus of your tv for things like noise reduction. These are different technologies designed to improve your picture. Experiment with those.
