Are all cable-tv-satellite-dishes & LNB functionally the same? Ex: May I use a US acquired dish/LNB in Asia?

Question: Does the difference lie in the decoder &/or SmartCard at the "in-home" end of the cable? In my Asian country, I couldn't find any of the 10" dishes so common in the U.S. What we have are 60-70 cm dishes, so big, and cumbersome. I wish I could use a smaller one.
