I have an HD tv and regular non-HD looks worse than my old tube TV even though the HD channels look fantastic so I guess that is normal.
Although LCD and Plasma sets often look worse on old analog tv (due to the fact that they need to be scaled to match the resolution of the panel), what you are describing is not normal and you should swap the tv out..
I have a Sony LCD (HD ready) and I do not have the "travelling horizontal line" as you described but the shading and black colors are muddy while on normal channels. This is common with LCD's. You may want to swap it, it couldn't hurt.
Also, it is recommended that you are a minimum distance of 5 feet from an 32" LCD while viewing.
