You will have to have an HD antenna in order to receive local HD broadcasts. Your basic cable will not broadcast in HD unless you order it from them.

it depends partly on your cable service they may not be sending you a hi-def signal
If you want truly HD, call your cable company and see if they offer digital cable with HD. It will be more expensive but all available channels will also be HD.
Where I'm located, if you have an HDTV ready tv and local channels broadcast in HD mode you should be able to receive without additional equipment. In order to receive a selection of these channels you do require the digital box from the cable company to reach the higher channels that provide many of those channels in this format.
However the info that came with the TV should clearly provide you with information about how to properly receive this format -- such as how to set up the tv for optimum performance (color, sound, clarity etc). If not...contact the manufacturer, there should be a 1-800 number that provides tech support.

if your TV is HD compatible and NOT HD ready then you will have to buy a componant from the TV manafacturer to upgrade to HD ready.
you then need to make sure your cable supplier has provided you with and HD ready reciver box and that they are suppying you with an HD signal. if your cable box is HD ready then you should have HD input which is NOT AV or scart.
only if you have all of these in place could you watch TV in HD.
