There is no short term commitment on a dish, direct or DishNetwork, so your best bet is basic cable. Watch for commitments on cable too, some companies are doing that.
You could buy a satellite system at retail price and have it activated without a commitment, you won't get anything for free. The only problem is that when you want to get a free system one day you will be a prior customer and won't qualify for the deals.
