Why is there no closed captioning on CBS HD channels?

Question: I recently upgraded to high definition and have noticed that on the CBS HD channel (I live on the east coast), there is no closed captioning, particularly on programs like CSI. But on other HD channels, it is not a problem. Is this a problem with CBS or the local station? Who should I complain to?
