IT'S KIND OF AN ODD QUESTION. IF YOU WATCH A CHANNEL BROADCAST WIDE SCREEN FORMAT THERE WILL BE BLACK BARS TOP AND BOTTOM ON A 4:3 TV. IF IT'S YOUR INTENTION TO BUY A 4:3 TV TO AVOID SEEING CHANNEL LOGO'S YOU CAN BUY A WIDE SCREEN TV AND USE ONE OF THE "ZOOM" SETTINGS, WHICH WILL CROP THE PICTURE.
Yes they are, however the signal is downconverted to a 480i resolution. This removes some of the top, bottom, left and right sides of the initial signal. Thus you only see part of the picture.
