I have a 42 inch toshiba plasma tv when its not on a hi def. channel the picture sucks is this normal?

its not the cable, its the signal coming in, the signal that you are getting from regular channels is 480p at the most, but the hi def channels are bieng brodcast in 720p , so there is nothing you can do at this point but rest assured that by feb 08 all channels will be brodcast at 720p . you can do what i do . just watch dvd's on my upconvert dvd player till then..
The hdmi cable is the best for your plasma. What you might be seeing is the difference some channels have with their "down" converters. If your HD channels look great then it is probably not your screen.
Unfortunately for some HDTVs it can be.

Keep in mind to change your cable box to an HD Box. For example I use Time Warner and I just upgrade to a new digital HD-enabled set-top box. There's no extra cost because i am a Time Warner Cable Digital Cable customer. I noticed a difference between HD and the regular cable Channels, but most of the singe to double digit channels (1-99) where not that great. My cable company told me that these channels are analog not digital. So I ended canceling my cable provider and switch to Direct T.V. and all the channels are Digital and now have a box in 4 rooms. I have no complaints. Hope this helps!
