Question about Pinnacle Systems USB TV Tuner?

Question: Pinnacle Systems PCTV HD Pro Stick USB 2.0 TV Tuner

Apparantly, you can watch TV on your desktop using this device, but how does that work? Don't you have to subscribe to cable or satellite first? Can I simply plug this thing into my computer and then all of a sudden get all these channels?
