Dish: check the weather.

Call your provider and complain

B-Cool
hey jay i tell you what you pass me your tv. it would be the best thing to do seriously. pass it to me
use better cables. HDMI are probably what you need.
Also might depend on how you have it connected. Through your dvd player or directly through the digital receiver.
The HD cables may not be fully/properly connected. Try unplugging EVERYTHING connected to the TV (especially the speakers if you have a home theatre system) and then re-plugging everything back in.

If the static is still there, try calling your cable or satellite or Direct TV provider and ask if it's a problem they are aware of. They should be able to offer you additional advice if there is nothing wrong with the signal itself. Good luck.
that only happens if you have extra wires that are touching ground units.check the wires again OR take all wires out and replug them back in, that will fix yr problem :)
