If you will be getting multiple receivers then yes you will need to hook up the primary unit to a phone line. To receive multiple channels in multiple rooms you need more than one or a model designed to accept multiple LNB signals.

Negative, the only time it needs to be hooked up is if you intend to subscribe to movies at $3.99 a shot. It's cheaper to rent the DVD.
No you do not need any type of phonejack connected to TV, unless you want to order pay-per-view movies by remote. you can just call instead. You might need a phone jack if you have multiple service for TV and internet. oterwise it is not neccessary. Enjoy!
The phone line connection is only necessary if you want to order PPV movies from the remote and/or if you have additional receivers on your account. You can still order pay per view over the phone without the box hooked up to the phone line for an additional charge per transaction.
Dish network has a receiver that will give you two outputs with two different channels at the same time, but if you want to watch more than two different channels at the same time, you will have to have additional receivers.
Now, for the phone line issue, do you have an AC outlet near your one phone jack? If so, you can use these wireless phone jacks.

What you do, is you plug the one with the double connector into the wall, and one phone jack goes to your single wall phone outlet. The other jack on it is where you plug your existing phone into. Now the other unit you place in the room where you need an additional telephone outlet. Just plug in the Dish network receiver into it and go. You can even hook up a splitter and use a regular phone with it at the same time, too. Now if you want a 3rd or 4th receiver, you can get additional wireless phone jacks:

The 311's are the base single tuner receivers and that's what you'll get if you want a 3rd receiver to watch 3 different things at once in the house. You'd have to use those wireless phone jacks or get another jack installed if you want 3 or more receivers.
Dish Network has you plug in the phone line for not only communication purposes, but also so they can keep track of their receivers. If you don't connect a phone line, there is an additional monthly fee, which I believe is $5.
