When will Direct TV get HD local channels in my area? Is there some type of list?

First, your local stations have to offer their content in high def. If they don't have the channel, it can't be provided by anyone else.
You will need the 5lnb dish since that will be able to receive the HD feed, but you don't need to worry about that until you know for sure that you do have high def locals.
The best way to find out is to either visit www.directv.com or call customer support. They have a tool that allows them to see what channels are offered in your area. There's also a spiffy list that tells them the anticipated high def markets for locals.
Keep in mind that while DirecTV would like to provide these channels for you (and they are really pushing for it), they need to negotiate with your local stations and get their approval to provide their content. This is a lengthy process and there are severe legal penalties if the channels are provided illegally.
Until then your best bet would be to get a high def antenna if you are in an area where you can pick up the signal. You can check Walmart, Target, Radio Shack, or anywhere that sells electronic equipment for more options if you take that route.
