It will not work in India because the satellites are above North America and rotate with the earth
The dish tv service will not work because its satellites appear below the horizon in India. However you might be able to get the equipment to work on a different service. Dish has locking codes in the receiver to prevent this, but i have heard that some people have hacked this, so they can receive FTA satellite channels. just a rumor.
