Getting a drivers license in Oregon.?

Question:
I'm 22-years-old and dont have a driver's license. I live, work and go to school downtown so there's no need of it. Public transportation is everywhere down here.

I live in Portland, Oregon and took a permit test once but failed. That was when I was 15. Now I am wanting to get my license though I've heard that Oregon DMV has changed a bit. I just attained my permit about two months ago and now I want to get my license. I called DMV and went online but havent gotten a clean answer each time I have asked.

So for all you people who got your permit in Oregon over the 18 and got the license soon after, what do I need to do? Do I take the writing and drive test or just the drive test? A friend of mine took his license test when he was 18 and just took the driver's test but this was about three years ago.

Any help would be great. Thanks so much all!
