Would a B.S. Degree in Computer Science provide the tools to get into Web Design and Computer Graphics?

I think it would help, but you would want to verify this with some of the companies you wish to work for when you graudate. I'm sure these companies would definatly respond to your inquiries.
Also, make sure you get into any internship or work study program that may be available, so you can gain that valuable on the job experience.
A third suggestion is to get an on campus job with Texas A&M's IT department.

My opinion.
The BS in Computer Science will definetively help, but reality check is that nowadays, the firms are interested in kids coming out of smaller (aka community colleges) schools that concentrate in those areas like DeVry, ITT, Valencia ect... with the degree you will get the basic tools and you will be able to learn Web Design and GUI design on your own and then compliment with short courses and seminars. Some bigger Universities are adding now courses that are more agrressive towards these areas as they are loosing too many candidates to the Community Colleges. The education in big universities is way more traditional, this areas you seek are progressive and actual, sometime University professor can be a bit behind in the times.
This is just my opinion.
