This is a difficult question to answer, but I believe Georgetown University has a program with Diplomacy as well as Linguistics, or you can choose from a multitude of languages: Arabic, Chinese, East Asian Languages, Eastern Mediterranean Languages, Italian, Slavic Languages, Spanish and Portuguese, and many more.
