If by "know it" you mean able to teach it, I'd say 0.5%
well college math is really the basic math u learn in school b4 u goes 2 college. online there probally 30% cuz not everyone know the rules in math and tend to b miscorrect, well i know college math, beside calcalus, that suck too i wish i could learn, well i can but i need to b taught

i don't no. i'm a freshman (in highschool) and i've taken algebra 1, 2, and trig but that's above avg. so w/e
That really depends on what you mean by "college math." For example, some years ago, calculus was considered college math, along with everything "higher" than that - linear algebra and differential eq., multivariable, etc., etc. But now, high schooolers and even middle schoolers who haven't even entered undergrad yet are taking calculus. So where's the cutoff? Plus, people in countries where the education system isn't standardized would have a completely different conception of "college math." But if you're talking about people who can talk about math and sound smart, I'd say the percentage is fairly low :) just from general census/population guesses.
