In general, I always recommend that people look at online degree programs from schools that have a strong reputation offline - their brick-and-mortar college has a good rep, so thus their distance learning program is often also respected. So, rather than U Phoenix, I'd also suggest that you check first with your local colleges, especially your state colleges. If you can go online to a state college as an instate student, you get the instate tuition rate - which is often a HUGE discount. If nothing in state appeals to you, then check for reputable colleges that also offer online/distance learning programs.

Check with Phoenix University.
Try Baker College (www.baker.edu). I'm attending their Master's program online and I really like it. In addition, you might want to contact any local colleges in your area. Many state and community colleges are offering online degree programs these days, and it is a lot cheaper than a private online college. Just call the Academic office or visit their website (sometimes they call it 'distance education or learning' instead of 'online'.
