This is going to sound strange, but college over the web would not help your English a great deal. You need to hear it, read it, and speak it. I would try getting books in English. Read them, start slow, pay attention to how the sentences are put together, how they are built. Read, read, read. Watch movies in English, especially anything from the classics. Shakespear, Jane Austen, etc. Why did i mention these authors? Because these were written in a time when words drove the plot, not imanges. Find someone local who speaks english, and talk with them. If you are set on college, then you need to go in person. And if you want to be an author, then you need to get a degree in literature.
i would suggest a degree in english literature preferably in an english speaking country
