When looking for a "best" online college, you must look for an accredited school. A database of accredited colleges and universities can be found at http://www.chea.org/search/search.asp...
The better schools will be at least regionally accredited. Lesser schools will be nationally accredited by the DETC.
Your best bet to transfer credits into a 4-year institution is to check with the institution where you want to get your bachelors degree for their requirements. If at all possible, get anything they tell you in writing.
Now, for independent study courses that you can probably transfer to your local community college, you can try courses at LSU. http://is.lsu.edu LSU has some of the cheapest independent study courses available anywhere.
Another option you can try is to take advance placement exams. AP tests are hard, but most U.S. schools will grant college credit for a good score on an AP exam. You don't have to actually take an AP course in high school to take an AP test. Check with your school's AP coordinator.

DeVry Online allows you to go year-round, so you can finish 4yrs of school in 3yrs. Credit hours that you complete at online universities count just the same as "traditional" credit, so you could transfer anytime. Most online colleges either offer 5 week or 8 week classes, so yes you can speed up your degree progress, but that depends on the number of courses you take and the number of courses the university allows you to take.

You need to take a few things into consideration when considering an online college or degree. First and foremost it must be regionally accredited. If it is not run and run fast. Most colleges accept transfer credits from regionally accredited schools.
Online does not mean fast or easy, in fact many find online classes to be much more demanding and time consuming. If you are driven you can get it done faster but it will not be easier.
Ask yourself a few questions:
What is my goal? A degree in what? and what do you plan to do with it. Are you to the task of online learning? Does your local community college offer any online classes? Try there first.
I have a BS, M.Ed and am currently working on my PhD all from online schools. It has been expensive but worth it as it allows me to work and school at the same time.
AIU Online, University of Phoneix, Northcentral University, Charter Oak State College, Walden, Nova, are all good schools but all are very expensive when compared to your local community college.

I don't know if there is a "best" online university. You want to check that the school is accredited before you sign up.
Recently, more traditional colleges have been getting into offering online programs because it is so lucrative. So, it is more likely from those schools you can transfer from a normal college. Also, you'll have less "stigma" about an online degree. There was a good article in Newsweek a couple months ago that talks more about it.
