Is it possible for an overseas student to apply to an american online college?

Question: I live in china and I'm indonesian. I'm interested in applying to an online college like Baker, Penn Foster, etc.

How am i going to do that?

Answer:
Yes, you can. You only need to have your VISA/MasterCard ready since that's the way they collect payment. I did that while I am in Taiwan.
