The easiest way to find out is to see if they're accredited, and make sure they're accredited by the same group that accredits other colleges in your area. In my area, it's the North Central Association, but I don't know about your area.
Another good thing to check is to call a different local university and ask them if they'd accept transfer credits from Axia College or University of Phoenix Online.
If they won't take the transfer credits, they're not worth much. And don't let the Axia College people tell you accreditation doesn't matter. A lot of bad, fringe schools try to say that. Some even lie and say Harvard and Yale aren't accredited. That's a load.

Accreditation is definitely the first thing to check. On top of this, to the best of my knowledge Uni of Phoenix is a for-profit university, so it doesn't have the educational advantages of non-profits (like being able to access digital copies of material online). From that perspective, I might prefer my fees to go to the quality of my education rather than into someone's pocket.
