You must be more specific about what you want to study and at what level. Most European universities are accepting foreign students, but it depends on the level because of language issues. If you are just looking for colleges in general, it will be difficult to go about. In this case the best bet is to study the undergraduate at home (fast and with the best possible grades) and try for graduate school later. Look for the association fo commonwealth universities to provide you for more information, then the British Council offices in Lusaka have links to UCAS to get you going. Many countries don't have such information outlets, and I advice you search the internet pages for how to apply to for example Sweden as a foreign student, usually you don't pay tuition fees, but you have to support yourself financially (and have proof of this).
for scholarships to the UK, try the link below to the DFID Shared Scholarship Scheme. You in this scheme first have to apply and get a place in a UK university, then you shuld (by March usually) apply to this scheme for funding.
your highest cost in most countries are living costs, renting a room, paying food and essential needs, that is a lot of money, and that's why going to a place where you have a friend to help you out is advisabla (unless you get full funding to cover all costs).
Getting accepted doesn't cost much, but visas, air plane tickets, housing and especially annual tuition fees cost a lot unless you get proper funding.
