For this answer, I assume you are talking about a traditional undergraduate or graduate program. If so, you should look for a reputable bricks-and-mortar university that offers an on-line degree option.
I would caution you about on-line only programs. Most are completely unaccredited - that means that there is no guarantee about the quality of the education you are paying for. Not only that, when you graduate from an on-line program at a traditional university, you are typically treated just as if you graduated from the on campus programs; that means access to that school's resources (libraries, career services offices, counseling, alumni network, sports events, etc). This is something that an on-line only institution cannot offer you.
One issue is that an on-line program from a bricks and mortar institution will require you to meet all of the admission requirements that would be normally used for admission to the on campus program. This could be a plus if you have the background to be admitted.
The upside/downside of the on-line only programs is that there are often no entrance requirements. This is good if you don't think you would be able to be admitted to a competitive program. If you could be competitively admitted, attending an on-line only unaccredited program could imply that you couldn't.
