I am approved for a Pell Grant for online certificate. Is instate tuition cheaper than out-of-state?

Question: I was gong to take Internet & Web design thru Kaplan. A little surprise, Kaplan wants me to take out a loan for$875.00 sub. loan for Fall term. Would online be cheaper thru my own State? When I went to college shortly after H.S. the Pell covered tuition & books. Online is easier than attending classes. Does it reaaly cost more!? Should be cheaper IMPO!
