You can get an AA in photography and learn the exact same thing without as many classes.
I doubt if much any university offers a degree in photography. It's just not that big a subject.
If you just want to learn how to handle your camera better, or to develop and print film (which is a rapidly disappearing necessity with digital cameras), I think your local community college will probably have a couple courses to teach you all there is to know about that.
On the other hand, learning what to photograph, and why, and what makes a good one, and what doesn't...well, that's different. Those questions either involve art or information. And the courses are either in the Fine Arts departments in the first case, or in the Communications and Journalism departments in the second case.
I was looking at the University of Texas at Austin web page earlier today. They have a large School of Communications (which includes Journalism) and also a School of Fine Arts. You could start looking there.
I'm sure any of Texas's reasonably large universities will offer what you really are looking for.
