How long before solar/(100% electric) cars are available to the public, or are there any plans to make any?

I know that there are hybrid vehicles currently in production, but personally I cannot see them placing a completely solar powered vehicle on the market. My reasoning for this is that the petroleum companies which are HUGE stand to lose way too much revenue if that were to occur.
