If there was no gravity, there would be no solar nebula theory... or any other kind of theory. Our Universe depends upon Gravity for its existence... if there wasn't any gravity, we wouldn't have a Universe... at least not one that had any form of life that we could recognize, if at all :)
Well, gravity DID exist during this period of time (and every other period of time), so your question doesn't really make any sense. Sorry.
The planets would be scattered across the endless vaccum of space.
The solar system would not form. It could'nt.
