They do exist but they need FULL SUN for about five hours to work properly. They are fairly new and I can imagine will improve over the next few years.
Check at your nearest electronics shop.
You can make one, it's easy.

Go to a marine store like West Marine. Get the large solar panel and a 12 volt voltage regulator. They come with a cigarette lighter plug.

If you hook several of them together you can actually get enough voltage to charge a laptop computer. Even a TV.
