um.im not sure but y wouldnt it be?
i think u would have to go a bit above the ozone layer if u want seirous results.
all i no that is the higher u go, the colder it gets, eg., 25.000m=-126'C
It's not so much solar radiation as cosmic ray dose, and in the lower atmosphere that is dominated by muons produced when comic rays strike atmospheric gases. As you go up there's less atmosphere above you to protect you.

Cosmic ray dose at sea level is about 300 microSv per year (0.034 microSv per hour). At the cruising altitude of many long range aircraft, around 10,000 to 11,000 metres, the dose rate can be in the range of 2 to 5 microSv per hour (about 18 to 44 milliSv per year). The lower rates are around the equator, the higher rates near the poles. This is due to the effect of the Earth's magnetic field which can deflect the low energy charged particles (and these are mainly from the Sun) towards the poles. Also, at this altitude the neutron dose is becoming more significant.
