You'd need n- and p- type silicon (silicon doped with Arsenic and other semi-conductors). That is hard to find. I doubt you will be successful, and that is why our electrieity isn't solar powered; it's too expensive.
Well, depends on the type of "solar panel" you mean. Solar ovens run on the principle of magnifying the sun's rays and directing them at an object in order to heat it. They require no electricity, and in effect, are just a set of mirrors that all target the sun's energy to a single point. You could easily make one our of household mirrors or aluminum foil, but be careful - you can damage your eyes even by looking at the sun in a mirror or the sun's reflection in foil. I doubt such a homemade system would be too effective since the mirrors used in solar ovens are highly polished and specially curved, but you could always try it out... They're great for doing things like baking bread or cooking corn. An electronic solar panel is a different story - see the previous poster's response for information about those.
