The angle does make a big difference. If the panel is on edge, or tilted 90 degrees to the direction of the incoming sunlight, then no light hits the face at all. If the panel is at a 60 degrees, half the light that it could have hit the face just goes past it. Only if it is oriented perpendicular to the incoming light does it intercept the maximum amount of light.

Angle does makes a different
You can measure the photogenic energy striking a cell and convert it to joules or watts. Then measure the electrical energy (volts times amps) in joules or watts coming out of the cell.

The efficiency is the electrical watts out divided by the total photogenic energy in striking the cell.

Angle will make some difference. The angle will reduce the photogenic energy input by reducing the cross section of the photogenic energy reception area and the particular cell structure will determine how efficiently a cell can "capture" the photogenic energy. The first can be calculated using geometry the second can only be determined by empirical data collection.
