No. There was actually more stuff farther from the Sun, not closer. Close to the Sun all the ices were vaporized, so they could not be used to form planets. Farther from the Sun the ices were solid, just like the rocky and metallic material, so there was a lot more stuff to make planets from. That's why the Jovian planets are so big.
Larger planets are gas planets as in the solar system. Rocky debris tends to be closer to the solar mass hence we have the four rocky planets orbiting close to the sun.
