Pretty much any light source (barring glow-in-the-dark) should charge a photo-electric cell... EVENTUALLY. Sunlight is by far more efficient than artificial light, but artificial light will get it done.

Most regular lights give off enough energy to drive a solar cell (this is why you can use solar powered calculators indoors, for example).
And remember that the whole idea of solar power is to save energy by using renewables such as solar power. If you switched on a regular light specifically to charge a solar one then you would be using more energy that if you just used the regular light on its own because of the inefficiencies of the systems involved!
if it is SOLAR powered, it must be powered by the sun. Regular lights do not have the UV rays, etc. that the sun has.
Yes indoor lighting will charge it as long as it is not florescent lights
