Why and how are solar-powered vehicles noise and pollution-free.?

They are neither noises nor pollution-free. They are just less so.

They create noise, but less due to using electrical engines and not internal combustion. They do not have contained explosions happening within their cylinders.

They create pollution in the act of producing them and when they (and their parts) eventually reach landfills (both just like any other car).
They are neither noise-free nor pollution-free.

There is pollution involved in the production of the vehicle. Making the paint creates chemical wastes. Making the batteries creates chemical wastes. I could go on...

The tires make noise on the road. Electric motors are not totally silent.
And if you get some RAP (C-rap) music lover driving it won't matter if its got a diesel engine without a muffler. All you'll hear is the idiot's booming stereo as he blasts out his own eardrums and tries to destroy the hearing of everyone within 200 yards.

Over the life of the vehicle it will produce LESS pollution than a fossil fueled vehicle... and likely will have produced less noise... but. Don't say it doesn't make any pollution or noise.
