Is the amount of solar radiation received by the atmosphere the same as the ground surface?

No. Some of the solar radiation is absorbed in the atmosphere and does not reach the ground surface. From a human perspective, the atmosphere is protecting the earth from certain solar radiation. It isn't perfect so some harmful radiation gets through.
No, one of the things that the atmosphere does is both some of the harmful radiation from the sun.
