The amount of light (relative angle to the sun), its frequency some cells have a freq preference, and what is in the atmosphere can decrease that freq - polu)tion), temperature of the panel (cooler is better), dust/snow on the panel surface.
The ability of a panel to "track" the sun means the ability to maintain a perpendicular angle to it. The amount of light could mean things like trees and mountains blocking the sun.
Essentially, you want to point the panels toward the sun, and keep anything from blocking the light from reaching the panels...

1. The size, quality and efficiency of the solar
cells, solar array or solar panel(s).
2. The location of the photo voltaic installation
may have more sunlight or less, the overall
amount of light that hits the solar cells is
important. The closer to the earth's north or
south pole the solar cells are the less light they
will receive. Cloud cover is another factor,
it rains a lot in the tropics (i.e. there are a lot
of cloudy days). The sun belt in the South
Western USA is considered a prime location
for solar arrays. Especially good is from Death
Valley CA to Phoenix Az.
3. The direction the solar cells face is critical.
They must face the sun as much as possible, and be
away from shade from buildings or tress etc.
Helio tracking mechanically rotates or moves the
panels to constantly face the sun at the optimum
angle or direction.
4. Cost is another factor. About 40% more panels
are made each year, so the cost is going down
5% to 10% each year. However, demand is great and
unscrupulous distributors often jack up prices.
The president of Sharp Electronics of Japan, one
of the worlds largest manufacturers of solar panels,
recently said that by the end of 2008 his company
will be selling panels at 50% the price panels
cost at the end of 2007.
