I am building a pv solar collector, why are current pv glazings tempered glass? why notshatterproof lexan?

Kes is probably correct. But there's another possible reason.

Tempered glass (especially mass produced), is generally less expensive than polycarbonates like lexan.

Also, polycarbonates are more suceptible to scratching and discoloration.
You must use a material that will transmit the maximum solar radiation wavelengths your pv collector uses to obtain maximum efficiency. Not all materials are equal. For example I read that it is difficult to obtain a sunburn on a "sun porch" because the light passes through common soda glass panes. Check the performance of various materials if you can't find the technical data for their light transmission properties. Protection against hail storms may also be a valid consideration.
